They did announce the Cotto fight during Super Bowl week but that fight was big enough that it deserved that type of attention.

This fight hasn't been announced yet because showtime execs are still on the fence about khan. This fight is getting plenty of bad press before it's even announced.
No, even floyd knows it's shameful. actually from my sources, he plans to announce the fight with khan discretely and subtweet some random dude that it's official. and Leonard ellerbe will mumble the fights on to showtime cameras, then sprint the hell out of there before word spreads.
That was the rumor last year that Floyd was going to announce the Guerrero fight on the sidelines at the Superbowl followed by a promo spot. Didn't happen then and less likely it happens this year.
