Do you really think Pacquiao needs PEDs to beat his opponents?

To certain fans, I thought you all said and believed Pac fought a weight drained, shot, washed up, old opponents and paid by Arum to lose. Why the hell he still needs those PEDs? To grow his head? Let us say, Pac was really using PEDs to enhance his performance that lead to his successful career. Do you think we should have a lot of boxers like Pac status (8 divisions and 4 lineal titles) today? But the fact we have only two boxers at this moment (Floyd and Pac) who accomplished much more than the others make us wonder why it is only two? Therefore I concluded, since they said Floyd is clean, I think those PEDs are only works on Pacquiao or maybe those PEDs are only available for Pacquiao or maybe nobody can afford to buy it, even Pacquaios lil brother Bobby.
