He's a corrupt piece of shit politician. Got ya. It was a campaing for Now Gobernor of Sinaloa for the political party PAN. Almost if not all boxers from Sinaloa (los mochis) rep the guy. Yeah, I always see them repping it. I assumed it was some company that was sponsoring them or something.
