I don't think it was effective, the fighter can use the peds or steroids before the start of the testing program and he will already feel the effect of the steroids, just like floyd was doing keep in training even though he doesn't have a fight. And this ost test will be useless at all, they should test the fighter in a whole year, maybe on that way they will caught floyd or other boxers using those drugs.
Personally, I think the more testing the better, so more tests close to the fight date is a great idea in my book.

This is an incredibly loaded question. It is impossible to guarantee a clean fight. What you can do is increase the likelihood of a clean fight, which is what the USADA program does. It is an implementation of the world standard for drug testing. Find me a better drug program and then we can have a discussion about which program boxing should be using. For now, USADA is the best available.
