The complete package is overall boxing ability. So speed, power, agression, defense, endurance, stamina, accuracy, technical ability(punch choice). All these things are incorporated.
I originally wanted to give Floyd a solid A or A- because he has everything except high end punching power but the way he screwed Mosley over I just couldn't give him less than A+.
Prime example of a person who thinks boxing ability doesn't include defense, punch selection and accuracy.
This is exactly what i mean. I did not mean the technical term of "boxer". I meant boxer because this is the sports of boxing and everone is a boxer.

I'm only taking their technique into consideration here.
Damn, I should have read the opening post, my ratings were for the complete package not technical ability.

How can you give the Fighter Of The Decade a B? He's the greatest of the decade...maybe that's why buddy.

The list is difficult because it depends on how you're grading the fighters. I didn't grade Pacquiao on his accomplishments I graded him on his skill level, and admittedly said that perhaps I graded him a bit low, and he should be closer to an A or A- than a B+, which is what I gave him.
But if we are talking about straight boxing ability, which is what the first post said, you can't tell me he's on an even level with Floyd. Floyd's obviously the standard choice for an A+, and if we're talking just straight boxing ability, Pacquiao isn't even with him.
