It's quite ludicrous to believe Cotto weighing around 154-155 come fight night against Pacquiao. The guy has consistently been weighing well over 156 since his junior welterweight days, and I see some people trying to diminish this fact.
Pacquiao was supposed to weigh around 150 against Delahoya so I expect him to weigh around the same against Cotto. Cotto should weigh around 160 or more come fight night.
PACQUIAO will knock him out!

This just means Cotto is weight drained come fight night and of course it isn't listed in there. Walk around weight would be 20 lbs more for Cotto... they may call that natural weight. Yep they are virtually the same size.
