I think the offer was there already, and Manny just confirmed to Arum to make the fight. It's Arum who obviously wanted the fight so bad because Cotto is about to end his contract with him. A fight with Pacquiao next was basically what Cotto wanted to extend his stay with top rank.

I could care less about who got what or who is getting what in this fight. I watch the fight to see who is going to win and that is great for me as a fan of the sport. The boxers themselves, their managers, and dirtbag promoters can fight and argue about the money split- less for me to worry about.
I do agree that the one who is the sure-fire money draw is the one who is gonna bring in the fans so he should get the majority of the cash, whoever that may be.
If chasing that big-money fight is gonna cause a boxer to sacrifice a weight advantage or terms of the negotiation, then maybe they should fight a smaller name.

I hate when Cotto fans act shameless cause he's one of my top favorite fighters to watch along with Manny. Oscar wanted the biggest $$$ fight he could get and to challenge the P4P #1. He figure he'd win against the smaller guy so he called Pacquiao out. It was in no way Manny's original intentions to go to 147lbs to fight Oscar. He was 135lbs at the time and planned to just move up to 140lbs and call it a career there. So now you want to complain that when the bigger man came knocking on Pacquiao's door to fight him and require Pacquiao to move up in multiple untested weight class, that Pacquiao says he's gonna go only as high as 147lbs and that's considered bad? You wanted a 135lbs to fight a guy picking on him @ 154lbs? I don't get some of you sometimes. Use common sense you say? Double standard you say? Yup.

Because it was delahoya that called out and wanted to fight Pacquiao. Not the other way around. And he was jumping up 2 weight classes(3 essentially because his 1 fight at 135lbs was hardly an accurate assesment on how he would do at lightweight let alone any higher than that) to make the fight happen. It was a fight that Pacquiao wasnt even going to take if it wasnt for Freddy Roach.
