The most recent guy that comes to mind is Michael Watson. Terrific boxer at his best. It really is a shame what happened to him. He ebat Benn and gave Eubank two of his most difficult fights ever.
I agree with that, I was going to say Watson meself.
Sam Langfrod. I've never seen him fight live though of course.
If we're talking all time, Langford would seem like the obvious choice. He's on a lot of all time top 10 P4P lists.
Sugar Ray Robinson hands down, he had it all, speed, power, agility and technique. As close to being complete as you can get.
Couldn't agree more Sugar Ray Robinson had it all the complete fighter come boxer he could do it anyway & KO fighters moving backwards & lighting in his hands combo's 6 or 7 punches & fighters never see them coming he lacked a little in defence but he was the best P4P.
Lets not forget the class of opponent he was fighting there were no bad welter or middle weights that time his easily the greatest welter of all time & a great middle weight & P4P the best ever
Technically Humberto Soto has never held a world title, he's only won interim belts. I'd say he's up there.
Also, Jerry Quarrey and Earnie Shavers deserve a mention.

Mario Martinez was a pretty good fighter who beat Navarette and Castanon later in their careers. He put up a good fight against Azumah Nelson and Jeff Fenech as well.
Historically I'll mention Jose Medel.
Hey guys, who is the best boxer you have seen that has never been World Champion?
Mine is Jose "Carita" Lopez 38-7-32KO, who are your picks?
Mine is Ivan Calderon, I love to scream OLE!!! with the whole crowd in Puerto Rico everytime he makes someone miss badly.
If you wanna hear an obscure P.R. name mine is "Cheito" Ruiz.
One that comes to mind is Oba Carr. Another is Ricardo Vargas that little guy could box for 12 full rounds like it was the 1st gifted boxer. I'd have to think about it to come up with more names like Ike Ikabuchi, David Tua.
