This is a tough one but look at it like this, we are going by how Sanchez was at 23. That was younger than Pac was before he became a star. We are comparing Pac at his peak, how high would have Sanchez peaked? It would only be fare to match them at age 23, in that case I would pick Sanchez.
Sanchez had a tendency to fight down to the level of opposition. Pacquiao-Sanchez (unless it was like the 2003 Pacquiao who was moving up and not expected to be such a big problem for Barrera) would most likely be a big event and Sanchez would win a clear, hard-fought decision.
Pacquiao is the greater fighter historically though, and Sanchez falls under the "what could've been" factor and often gets rated higher than he should.
I agree, and Pacquiao is bigger than him and faster, most likely hits harder at featherweight to. Sanchez was a great fighter no doubt..but he get Idolized because he died..

stylistic wise, this fight is a total mismatch in favor of sanchez. i can't believe this is even a discussion. if pacquiao thought a well worn morales #1 was tough he would have had nightmares against sanchez who would have countered him all night. in fact, i think a prime azumah nelson ko's pacquiao!

This would have been a great fight, I can see both of them winning, the duration of the fight would be a major factor in this fight, in a 12 round fight, I think Pacquiao pulls out a close decision, a 15 round fight, I favor Sanchez.
Sanchez was a relatively slow starter, Pacquiao a fast starter. It normally took Sanchez 4 or 5 rounds to warm up and start figuring out his opponents methodically and systematically breaking them down as the fight goes on so as I said, a lot depends on the duration of the fight.
