Floyd, assuming he schedules a fight with Cotto or another legit top contender. If he just became active and didnt set up any fights, his inactivity would hurt his case.

Floyd would be inactive for a year considering last time he fought was December and would proberbly fight again in Nov, Pac-man has beaten Marquez and moved up in weight to dominate Diaz so Pac-man. floyd shouldnt be ranked just because he came back, he would have to earn his keep just like everyone else.

I would probably wait until after Floyd fought to rank him again if he fought some bum he would prolly be 2 or 3 if he fought a top opponent he could regain number 1 status. Pac has it mostly because Floyd retired but he has it now and you can not just take it away from him, he has earned his spot.
