The referee didn't stop and untie his shoelace so you are clearly very daft if you think the timing of it was anything other than incidental. Before the shoelaces the ref sure did pick a convienant time to have a 20second conversation with Lazcano.

cortez broke up fighters when they were in a clinch(hatton was getting owned on the inside anyway) foster saved hatton's life in the 10th while warning lazcano for "punching hatton" thats a no no.

The point deduction was shitty, but the overall ridiculousness of Foster couldn't be matched. Cortez was consistent w/ his breaks on the inside, which is a lot more than I can say about Foster.
