Would Floyd fight top opposition in his weightclass if they took away his #1 p4p?

They should take away his WBC welterweight belt, they should lower his rankings in the welterweight division, and the p4p list, if he doesn't fight a top contender in his weight class after DLH. He needs to continue fighting if he wants to keep his status as the #1p4p fighter. If that means fighting Cotto or his mandatory than that's what he needs to do.
