For me its Herol 'the bomber' Graham. he should have gotten the decision against mccallum. he was better than benn n eubank imo who were titlist at the time
Michael Watson
Herol Graham
David Tua
Sam Langford
Charles Burley
Razor Ruddock
Earnie Shavers
Jimmy Young
Ike Ibeabuchi
Andrew Golota
Not bad, not bad at all. Not that sure about Golota, but Ibeabuchi most definitely would have been champ if he wouldn't have gone to prison, and Tua might have been champ if not for Ike. Shavers and Young happened to be in some pretty tough eras, or they might have, esp Shavers.

not to metion the fact that Vincenzo Nardiello & Suagr Boy Malinga were World Champions around the same sort of era
Eubank wanted no part of Herol Graham or Mike McCallum
Sam Langford and Charles Burley.
Herol Graham was not better than Benn or Eubank, he kept his hands far two low and stuck his chin out there.
He didn't deserve a title show because he lost to Jackson and Jackson was the more deserving fighter.
That fight was for the vacant title not a title shot if im correct.
Im not too sure Eubank would have beat Graham either, i just fail to see how Chris would do enough to pick up the rounds in this one.
He would have a good chance to ko him if he found the big right hand though.
Problem is that many fighters survived the full 12 with Eubank that had an ounce of the talent that Herol had.
For me its Herol 'the bomber' Graham. he should have gotten the decision against mccallum. he was better than benn n eubank imo who were titlist at the timeThe bomber was top quality but had a fragile chin, you could'nt compare him to either Chris or Nigel because of the difference in their styles,he had great hand speed and upper body movement but he was down a level to them lads when it came to really fighting............look at there records as a comparison to his...he should have been a champion tho..
Sam Langford and Charles Burley.

Sam Langford and Charley Burley are two greats who never won world titles.
Heavyweights:
Peter Jackson, Harry Wills, Jerry Quarry, Ken Norton (never won a real one), Jimmy Young, David Tua (KO'd 3 world champions), maybe Golota, Ibeabuchi... there are too many to mention really.
Charley Burley

At one weight class or lifetime?
So far, Pacquiao at 130 makes a pretty good case as the best fighter at 130 to never win a world title.
