SWAT wouldn't but CHP most definitely would if they had the lead. They're known for communicating with the CHP chopper to cut the spotlight so they could get a few licks in if the suspect pissed them off enough and it's dark enough. They know how to position themselves so it doesn't look as bad with the news media choppers above. The media choppers have to fly dozens upon dozens of feet above the police choppers but those cameras zoom in pretty damn good and they know it.

It was really dark anyway. They brought out the armored Bearcat vehicle and blocked him in from the front and back. They used this rake thing to break out his rear windows and then put some type of smoke device in the car. Apparently he jumped out onto the hood of the car (a lot of smoke, hard to see) and they put the K9 on him. Was over after that.
