Obama administration has carried out multiple times more CIA drone strikes then Bush, had it's on Iraqi surge when it came to US ground forces, and has extended ground force deployment in Afghanistan till 2017.

The US would be recognized as a leading terrorist state if international law applied, like it did with the Nuremburg Trials in Germany after WWII, for example.

The US invasion of Iraq in 2003 (by far the worst crime committed in the 21st Century) would be a recent example of such a terrorist act. An estimated 1,5 million Iraqi's have died since 2003 as a result of the US aggression in the country.
