As per your post, the only reason these people are being so orderly is because Trump beefed up the border and said anyone with any flicker of hope of gaining asylum has to behave and get in line in Tijuana legally, anyone caught attempting to cross illegally will automatically be disqualified. And since everyone knows Trump actually has the balls to go through with his threats, they are doing what they're told.
