And then Obama gave disaster, failure, lifer politican John Kerry a key job.

His appointments as President were made based on meetings with fellow Republicans and outside consultants. We have a checks and balances type government; his best advisors (like Preibus, now gone) knew he needed a good staff to help run the government that would be approved by Congress. In his private business (Private, not Public and subject to a board and investors) he would never have put Tillerson on his staff as he doesn't like anyone potentially stealing his tweets and other happenings.
