No, no-one says that, it's a gradual process over a long period of time which is why we can't observe it.
However there is evidence for humans evolving from some sort of other type of animal, considering we produce yoke sacks in the womb but don't actually produce yolk. Also, whales and dolphins have been known to begin to grow bones that look like the tibia where rear legs would have been. This implies they walked on land at one stage.
These are called vestigial organs.
