In 2009, right when I graduated undergrad, I spent a year working in various cities in China and in Seoul, Korea. A lot could have changed since then, but China was a clash between new and shiny and unmaintained everywhere. There were new shopping plazas all around with piles of garbage in an adjacent lots. Seoul on the other hand was very clean throughout; however, I was told that some of the cities outside of Seoul were quite dirty. I imagine its quite different now in China.
