He can't hit you with a punch while one is still out. By that I mean, if you make that jab miss or fall short you are free until it gets back. Does that make sense?
That is your window to do two things: move into range and counter.
That is why, earlier, I suggested the straight right to the body off of his left jab. As you slip the punch (over your right shoulder) you slide your left foot forward, throwing the right hand and remembering to bring your right foot with you. Now you are in close and can throw more punches. At the very least, you'll give him something to think about which will shorten his jab, make him hesitate to throw it, and that will allow you to close the distance.
The same with the left hand counter I mentioned above; you come off the back foot and are now in close.
Watch some video. I would suggest Ruben Olivares as he was very good at thjis, so good that it may be discouraging. Try Alberto Davila; he was 5'1", a very skillful boxer, and a guy I grew up watching. Watch how he stays at the end of a guy's punches, then gets in close, gets out, etc...I think that some of his fights are on you-tube.
