The abs are all one muscle. What you are talking about is a myth, it's all about your diet if you are doing enough ab work.
If you want to feel like you are doing lower abs more than upper, do abwork with your feet in the air, laying on your back, like scissor kickrs, lowering and raising your legs while straight.
3 sets of 8-12 leg lifts with 10-20 lb ankle weights on.
Though the abs are only one muscle if your not going through their complete range of motion your only going to be mainly working one section. still though even if you just do crunches your working you lower abs. This being said i would reccomend that you start off any ab exercise with the lower abs like leg raises then i like to work the obleques i then do crunches and finish off with full sit ups hands above my head till i sit up then hands to toes and back down again.
this way i work my lower abs till they feel it then i can work my obleques but im still using my lower abs so i can still feel it, then i work my upper abs but im still using my lower abs so i can feel it, then i work the whole muscle as one and everthing gets sore after that.
The point I was making is that the way to see your lower abs it more about having a low bodyfat percentage, if you havent go that your lower abs probably won´t show regardless of the exercise you are doing.
By the way if that is you in the photo then I would say you are over 10% bf, probably around 11-12%, go to 8% and you will see those lower abs.
