My personal opinion is that to begin with, it's best to learn palm down. The reason being that palm down forces your elbow to stay level more than palm in. Once you have the actual movement engrained then it becomes a matter of preference.
I kinda think you can throw faster hooks palm in but harder hooks palm down.
The bottom line is there have been legends in boxing with great hooks who have used both palm in and palm down so there is no right and wrong. It's what is best for you and that's all.
