I can see that fight happening, Arum is all about money. And if they see Navaratte making that money in a Josh fight then I have zero doubts that he would do a deal with Matchroom. That would never happen with PBC for Josh and am glad this is happening to him.... The only leverage he has are his Leeds United fans, but with the pandemic this isn’t much of a leverage.

The rationale in the IBF’s case is political... they may rank a secondary titlist rank 1 only for the secondary titlist to continually decline IBF title shots... making them look bad (undesirable)

Similar situation for WBC mandatories though this one is hit and miss with the IBF
The IBF's rankings are already pretty weak anyway. Since corrupt promoters don't want their fighters to have to adhere to strict rules.

So what's the difference if the IBF ranks a secondary titlist and he turns them down? They can just move on to the next guy on the list like they always do.

And maybe once in a blue moon the secondary champ might actually accept and we will get a good fight between boxers who are near the top of their divisions.

Likely has to do with the WBA still claiming the regular belt is the actual world championship, and the Super being a special title. WBA doesn't even know what they're doing anymore. Until Canelo beat Smith there were four WBA champs at 168

Anything you get, defend it tooth and nail. Running from a mando looks bad enough to drop in the rankings. So the Kid has a bag of dirty tricks, at least Duran got in the ring for the rematch, before he said, no mas.

Before WBC put Mayweather's face on their belt, IBF was my favorite...

Now they're having double standards... They allowed Rodriguez to unify with Inoue's WBA (Regular) belt even if Donaire was the WBA (Super) titleholder that time and is an active boxer...

During Lebedev's time, it also happened and he was changed into an In Recess by the WBA to adjust... Now, LSC already left the division and is obviously hostaging the belt yet not allowed by the IBF? I'm sure WBA will do the same this time... IBF should know this...

Throw 'em with their trash mandos...
