            Why would they? The regular belt is like franchise belt - a joke, the IBF seems to be the only organisation that is increasingly doing things the right way.

              The WBA had Leo Santa Cruz as the super champion but when was the last time he fought at that weight class to defend that belt? He moved up to fight for another WBA belt and won it, but they never made that belt available once he left the division, I wonder why.

                No they only recognise the super belt, that’s the belt that can be unified. Not the regular belt.

                      The rationale in the IBF’s case is political... they may rank a secondary titlist rank 1 only for the secondary titlist to continually decline IBF title shots... making them look bad (undesirable)

                      Similar situation for WBC mandatories though this one is hit and miss with the IBF
