VADA was formed to provide random, out-of-competition testing to athletes in such sports as boxing and MMA that didn't have pre-existing compulsory random, out-of-competition testing.

Cycling has for decades had such testing; the UCI (cycling federation) is a WADA signatory--as is track and field (athletics), swimming, road racing, etc.

Unlike Canelo and other boxers, neither Armstrong nor present-day cyclists could decide to take themselves out of the testing pool between races.
