Personally I'd love the two Champions to throw the belts in the bin and announce publicly that they're just a cash grab; a cancer on the sport that prevents the best fights from happening.

    Then make the fight.

Judging by this thread though, it won't happen. There seems to be a group of people (let's broadly term them 'Americans') who can't understand the significance of an event unless there is something shiny around the waist of the competitors. Hence the proliferation of belts.

Its either AJ/fury is for undisputed or it doesn't happen at all. It wasn't easy bring those belts together.

The athletic commissions in the US just do what they want for cash. If your fighter has a heart defect or a drug ban you just go to another commission. That's the way its been for decades.

Big Baby will find a commission somewhere that will let him fight. The WBC and commissions have never shown a unified backbone on anything as far as I can tell.

I think this is mute I believe the contract has no legal grounds for this Finkel insisted on that when he made it believing Wilder would win, if the contract does have the right clause honestly I would hope Fury would honor it. Its a simple well-known clause for act of God events got to think from Bobs (a lawyer) confidence they got nothing.
You're wrong about a few things but its mostly your opinion so ill make my answer very simple and to the point.

Commissions are bound by US law. They are bound by laws passed by congress. They are bound by decisions made in US courts and Arbitration. Each Commission works with in that purview. They have space for interpretation as long as they are operating with in the broader law, which they all are.

The legal grounds of the contract allows for binding Arbitration, the results of the Arbitration is legally binding. And a "force majeure" clause generally covers losses and limitations of liability and are rarely used to inherently extend or enforce a contract which is why they are most often used in insurance contracts and to this day, to my knowledge has never appeared in a boxing contract. "Force Majeure" clause would not even work in this case because the last reschedule was due to ESPN and Fox not willing to give up the broadcasting space in favor of college football.

This is easy - Usyk obviously won't step aside - so give him that one belt. Then have the Fury Vs AJ fight and any rematches and then Usyk can fight the winner for the undisputed. Usyk doesn't really deserve that fight but you got do what you gotta do
