If Arum were to tell VADA for Pac vs Marquez, ''hey, they want VADA, but should traces pop for X-substance both fighters won't pursue anything...'' this is why VADA USUALLY states that the ''agreements'' for certain things are between the fighters. VADA has no control or juris dictation to make a headline or interfere with business and its also up to the promoter to disclose findings to the press, not the other way around. Remember that Bob Arum had a CRISIS when Nonito and Rigo had conflicts for dual testing with VADA and USADA. Imagine a promoter having to deal with two fighters making testing complicated. Why would Bob care? The fighters would pay the bill. Therefore, it's obvious that promoters know the nature of star power diminishing should Pac or Marquez fail a test. This is common sense.

So anything before 2011 imho you can't blame Manny Pacquiao. The Toney, RJJ, Tyson, Holyfield era....man that era had the best time with PEDS. Even when Luis Resto whistleblowed the stimulants used in drinks in their corner which included Pryor or all the fighters under Lewis...
