I don't think anyone should blame Bud or Spence for that fight not being made. Another poster made an earlier point about Bob not letting the WBO belt leave TR. THERE is the issue from both promotional companies. PBC nor TR want to let their share of the welterweight belts go. Hence we get these round robin style fights from PBC when Spence is/was the cream of the crop there. Should Crawford and Spence fight and Crawford win,there go all of the belts from PBC to TR with exception to Manny's WBA. We know if Bob controls them all he will keep them in house just like PBC is doing now.
As long as PBC controls three of the four major belts they are not concerned with the WBO. That is why Crawford is calling Manny out. To level the playing field in negotiations with Spence. A Craw - Pac fight would do decent PPV numbers. Should Crawford win that fight(no 100% guarantee), he too would have two belts and higher PPV numbers to bring to the table. That would ensure a 50/50 with Spence. As it now stands,with Spence unified,he does deserve a larger slice of revenue. Has nothing to do with PPV #s. No matter who is to blame,Bud has had nowhere near the opponents Spence has to compare their PPV #s. With a top name opponent Bud would do good numbers also. There just isn't anyone on his side of the street to bring those numbers in.
As far as a Porter fight,I'd rather watch paint dry. His style is boring to me and he brings no power. He has improved SOME in the last couple years. However,a Craw Porter fight would likely do 150-200 ppv buys. Possibly even cross the 200 mark. That is the one reason Craw should fight him.Otherwise he brings nothing to the table.
IF Craw does cross over to PBC,do not expect the Spence fight to happen any sooner. Uncle Al will bring him into the fold with at least one introductory/showcase. Then a step up,then more blah blah blah. I don't see Craw getting Spence for a while if at all. It is a crying shame for boxing fans. It is the WW super fight for our generation. Anything else boxing puts on the table in that weight class is just fluff.
