Floyd is an ATG, he is an elite fighter but his claims doesn't have very strong foundations. Records aren't everything in boxing, I mean they are important no doubt about it, they compound one of the top criterias to qualify how great a fighter was but it's not everything about records.
He claims that he beat more champions than those guys, the problem with this statement is that on those days winning a championship was harder because there was only one champion, nowadays you have 4 beltholders per weightclass not including interims, regulars, franchise **** and all of that, you get my point.
Also back on those days jumping divisions was much harder because boxing did not have as much divisions as of now.
He is definitely on the ATG list no doubt about it, but it's very hard to rank him as the number 1, I wouldn't put any of his foes above a Duran or a Leonard as an example. Pacquiao is the best fighter he fought on paper but he did not fought him on his prime.
