Ryan isn't a world champ yet, hasn't fought a title eliminator yet. And because Linares can't get in the US would be fighting a tune up. Shakur is making a big bump in pay only because he won a world title that's how those tv and boxing contracts work. When you become world champ, when you fight for a title it excecutes clauses in your contract to increase your pay. Before that you are on prospect and minimum guarantee on your contracts you signed.
Shakur beat Gonzalez now has a belt so he's guaranteed more money on his contract otherwise he would be getting paid less by top rank. For example Shakur made only 150K to fight Gonzalez for the world title his last fight. For a title eliminator against Guevara he made only 100K. Before that highest purse was 50K mininum fighting non top 10 ranked opponents like the level opponents Ryan facing now. Shakur a blue Chip prospect with a Olympic medal and Ryan is already making more then he did as a prospect before he started fighting top 10 ranked opponents and even more then Shakur got his first world title. Did Shakur complain? No he got his title and from now on he gets paid.

Gervonta Davis made even less just 75K for his first world title shot in 2017. Made 10-50K before that. And made just 350K for his second world title shot against Cuellar in 2018. He didn't make his first 1M purse until last year, 2 years after winning a world title.
