i dont have my own list but it would seem to make more sense to have proven guys like murata and dervey above charlo but maybe they just like to move guys who havent lost up the rankings in hopes that will help them get fights?

In fact there is no real number three. It is subjectiv at this point looking at the MW picture right now. The other guys do not have spectacular wins either and some of them have lost.
