Kell Brook that time was not the Kell Brook that we know now. He was a prospect at that time with almost 0 recognition outside UK. Pac was at the mega star status at that time. It would make zero sense to make a match between a mega star and a prospect that’s why the WBO didn’t enforce a mandatory match between the 2. Kell Brook had to move on to another alphabet strap not held by either mega stars which in turn was the IBF, just like Porter and Alexander
