By turning in his boxing license to subvert an ongoing investigation gives the look of impropriety and that he is also attempting to hide something.

Another aspect of the context here is that Fury wants to grab a couple more big paydays in the next 12 months, and then retire. If that’s his plan, he can’t let this or that allegation bog down the big plan.

So you’re right that it’s not a good look, but I think he’s trying to be practical. If he had 10 more years of boxing ahead of him, then he might be more motivated to contest the allegations - even in a dishonest way - but opening his mouth now won’t help the situation at all, and can only serve to derail the “2 more fights” plan.
