They don't want to count where Ruiz was ranked after. Ortiz was a unranked fighter in the first Wilder fight but they claim he was ranked. Fury was ranked #7 when he beat Wilder.Comment

Wilder didn't lose. The TBRB moved AJ back ahead of Ruiz after he beat him. Ruiz lost to the #4 HWT, which dropped him to #4. AJ moved up 1 spot to #3. That is fair.
The TBRB isn't going to punish Wilder and Fury by dropping them beneath AJ because neither of them quit against an unranked opponent.
Quitting against an unranked opponent should be punished severely. Kudos to the TBRB for that.Comment
