Ruiz got damaged in that fight, not AJ. Ruiz said he was a better boxer, a boxer has mastery of the ring.
Ruiz was a pathetic sight, like a dying elephant trying to reach its graveyard.
AJ trains harder and more often than any other boxer going, Ruiz's laziness is nothing to do with ring size, it's down to a weak, losers mindset.Comment

This is exactly what I am getting at. Hearn won't re-sign Miller because of the PED offences but he's happy to sign the others because it benefits him. Surely you can see the hypocrisy in that!?
Again, not defending any PED user here, I think bans should be much much harsher, if not career-ending.
I listened to an interview with Hearn where he spoke about Miller using PEDs as a kickboxer, and telling Eddie in private, man to man, that those days were behind him and he was 100% clean. He also spoke about Miller looking him in the eye after the first positive test for the AJ fight and swearing that he hadn't been using PEDs, that it must all be some kind of mistake.
Hearn sees what Miller did as a personal betrayal. He trusted Miller, gave him a multi-million dollar fight for 3 world title belts in his own home town, and Miller betrayed his trust.
Re your second point ... if the organisations who regulate the sport either can't or don't want to regulate it properly, is it fair to expect promoters to regulate it for them?
Without being nationalistic, this is a bigger problem in the US than it is the UK, because punishments for PED abuse are much harsher over here.Comment

Its also why they cant fight any sort of legal battle, and why they let dirty fighters like hughie/tyson/Whyte off with little or no punishment.

Re your first point ... the others didn't lie to Hearn personally, and they didn't try to cheat on a personal friend of Eddie's. Miller did.

BJS didn't break any WADA rules, which is why he was never charged with any PED offence.
Hughie Fury never got the chance to have his case investigated because UKAD did a deal with Team Fury to avoid being sued for breaking their own rules by waiting 15 months before bringing charges.
Whyte, Povetkin, Hughie, BJS were not Matchroom fighters when their PED cases happened. Miller cheated while signed with Matchroom, and lied to Eddie himself about it. And he cheated on AJ, who is a personal friend of Eddie's.
Miller's abuse was more hardcore and cynical than any of the others. Three different PEDs in one camp, including injecting himself in the ass with roids.
