I think it's pretty simple. Golovkin wanted to be the best at MW and campaigned there for his whole career (he turned pro kind of late, at 26, otherwise he would have started at 147 or 154) and he would move up or down only if it made financial sense, like all boxers do. And that's it. At the beginning of 2013, a fight with Ward maybe made sense for him, because he hadn't even made a million yet. That changed in 2014.

Ward-GGG would have been legacy defining with the winner being elevated to next level stardom yet according to GGG it wasn't worthy of their time?-- and they'd continue making various excuses while apparently never seriously considering it.
Even putting the Ward fight aside: The thing about GGG is his legacy involves a lot of revisionism and mythmaking. He was hyped as a take on all comers fighter eager to prove himself when he's never been highly ambitious with his comfort zone being feasting against B level opposition.

A decent person would just say - 'wow Ward didn't want to fight him in 2013, that is obvious...and he apparently acted like he wanted to fight him, but then in the next sentence said he didn't want to fight him yet and GGG needed to do more' lol...come on guys, the facts aren't entirely clear in this whole situation...but there are some clear enough parts, and they don't really shade GGG in a bad light...the more damaging stuff really is pretty clearly on Ward's end.
