Toradol is not on the banned list, Many could be 100% and still take it.
The issue with Toradol, it makes your performance worse as well as aversely affects your health, that is the main reason why they want restrictions on it.

Almost.
He accused Pacquiao of PEDs because Floyd was taking a lot, that is what he did on his "career breaks" because there was not even the post fight tests, yet what Pacquiao was doing far exceeded what Floyd could do and Floyd had a 1st class doping program.
But he also knew Pacquiao didn't like having his blood taken, because there is video footage of him saying that, and of him having his blood taking in the Pacquiao/Hatton 24/7 shows, and Manny takes the day of training when this happens.
He knew if he made enough demands it could stop the fight.
When Pacquiao agreed in feb 2010, Floyd needed more excuses for the next 5 years to avoid Pacquiao. He also had 5 more years of PED use as well as another "Career Break" to use the hard PEDs
Floyd always showed the biggest gains after he came back from a "Career (PED) Break"
