The WBO have no choice but to wait. IBF is next in the rotation. However, Hearn has incentive for Joshua to vacate the WBO before fighting Pulev, so it's important to fool the fans into thinking Joshua had no choice.Comment

You will find they could choose to wait but equally they could choose not too. In their view the rematch with Ruiz slowed down the process of fighting their mandatory and ‘could’ have chosen to not allow it then.
At the end of the day it’s upto then to decide. As I mentioned previously they may agree a deal to either fight Joshua afterwards or Joshua vacates but gets a shot straight after regardless - the latter would make most commercial sense for matchroom but make less money for WBO you would thinkComment
