Good question, usually UKAD takes a longer time to sort out their processes. So am guessing they wanted to avoid legal action. Sadly, we will never know what actually happened. Lawsuits and threats are enough to keep things behind closed doors if you have the money and power.

The report simply states they are not going to investigate it further. Doesn't explain how the substance ended up in the samples if Whyte did not take steroids, nor was he negligent. Then maybe you should investigate your labs that caused these contaminations, or your technicians who do not know jack about testing, or go search for aliens that were responsible for this, or quantum theory that magically resulted in substances changing forms.
