Just because certain fighters are handed belts, doesn't mean every champion's a joke. Pedraza's a solid win, especially for a 22 year old Davis. Its like one moment, Davis has the best resume out anyone at his age besides Canelo, then the next, his only good win wasn't actually very good. You can't just give Tank credit for beating Pedraza, while writing Pedraza off.

Broner got a split decision against Malignaggi, who was a half-decent fighter at that point. It was probably the one belt he wasn't just gifted.

Okay, so if no elites besides Canelo had a better resume than Tank at 25, then that's obviously an indicator of his quality as a fighter. If he's so good, then you'd think he would've fought actual fighters after Pedraza. Instead, he ducked 2 guys to continue knocking out tomato cans. Those bums won't prepare him for real fighters.
