He could have fought Manny, but Manny went to Haymon. Had Crawford gone to Haymon, he probably would have gotten Broner right out the gate as a gatekeeper. You can't get a more lucrative fight than Broner - despite him not being very good. That adds brand name.
Tank Davis = draw. Shakur Stevenson = not a draw.
Errol Spence = draw. Terence Crawford = not a draw.
That means there's clearly a street - because the fighters that don't draw are all with Top Rank. Didn't use to be that way, but it is now.

The moment Manny jumped ship he got put in with Broner, made a good payday, put in with Thurman and got another good payday WITH a good belt PLUS he's now listed with the upper level of the division. And all he had to do was join PBC, and quality fights got made.
It's sad that Adrien MF'n Broner has faced more quality opposition than Terence Crawford by now, but Broner's been with Haymon since the beginning. That's why he keeps getting set up despite not deserving it from a skill perspective. He sells for people to see him get his ass kicked.
Then you got Wilder/Fury with Deontay Wilder fighting a top heavyweight while Fury's now faced lesser opposition and got bloodied by one of them.
"At the end of the day", PBC is doing the business good. If Crawford wants those fights, he knows what he needs to do - the same thing Manny had to do. Stay with Arum and fight Mike Alvarado if you really want to do that. Alvarado's still a name.
