Manny fought elite level fighters at their best. Can't say the same for Floyd. The discussion should end right there, but we can also toss in how Manny was often/typically the smaller man in the ring. He pursued tougher challenges and even after being in tough fights still sought rematches with the fighters who fought him the hardest. He strived for KO victories instead of playing it safe (and dirty) fro 12 rounds by running, clinching and getting gift decisions.Comment

We already seen who the better fighter is.....May forced Pac to have a healthy arm operated on to save face. No version of Pac would have been able to deal with May.
May also fought better competition than Pac.
May spent a great deal solidifying his legacy with basically 1 good hand.Comment

It's not as parallel as you think. FLoyd-Zab-Baldomir were WWs. Raheem was a LW, Morales was a SFW, Manny was a FW that just recently moved to SFW and still trying to establish in there. You can't expect him to just jump to LW immediately for that.

PAC is greater by a large margin.
PAC in all his fights, came to Fight.
PAC beat their common opponents in more dominant fashion.
PAC makes floyd fight like a beitch... Floyd hugs PAC numerous times.. floydfans calls it a defense and PAC did it with 1 healthy arm!

O.P. summed it up well, Mayweather is more skilled and managed his career much more judiciously.
As a fighter and a professional Pacquiao was more "reckless". But his being tested more, regardless of the record it left him with, leaves us with a pretty good idea of his abilities and limitations.
Mayweather wouldn't even utter the words "Paul Williams" or "Sergio Martinez", let alone even cast his eyes upon the image of Golovkin.
nd his big wins came against faded "legends", who almost always had to satisfy some ridiculous precondition(s) Mayweather drew up ahead of the fight.
That being said, I do suspect that Pacquiao derived a lot of his success from a needle in the ass. Not that Mayweather didn't, but I don't believe Mayweather was the science experiment that guys like Pacquiao, Holyfield and Jones were. And Pacquiao struggled with boxers like Marquez. A great fighter (and another "juicer"), I concede, but not an ATG talent.
Mayweather for his part, benefited greatly from the modern era, where Boxers aren't fighters, but adults pillow-fighting. I dunno how he'd adjust to earlier eras of Boxing. I think he'd falter quite a bit, but I also think the skills he developed would allow him to generally prevail. Pacquiao, as much as I respect him and love his performances, would probably suffer more.
Ultimately, there's a case to be made for both men, and I don;t think they're that far apart. It's just that Mayweather can be compared to the very greatest of his style, while Pacquiao's talents and accomplishments are less spectacular when compared to the best to ply that style.

Mayweather never fought the Wiliams, Martinez, Pavlik, Golovkin...
At BEST Pacquiao was a Junior Welterweight. I am sure people with Mayweather's out-look on "fighting" would say he should have never left Lightweiht. Never the less, that guys that Mayweather beat (maybe), Pacquiao ****D.
Ask Oscar who he thinks was better... if he's coked out and dressed in drag, dial-up Miguel Cotto.
