Whilst they were both in primes, although Floyd was considered no1 pfp, Pac was widely acknowledged as having better resume with better wins.
You can be no1 pfp without necessarily having best resume look at Crawford and lomo for example.

To me Pac is the better fighter pfp. Mayweather is a full sized welterweight while Pac is more of a lightweight. If they were the same exact size naturally I would give Pac the edge. In fact I think Pac would beat him right now. If he says his shoulder was injured I believe him.

On second thought Maybe Mayweather has the edge all things considered. Mayweather is very consistent and always wins. Pac has bad nights like when Marquez KOed him. Floyd handled Marquez with ease. So in the time of two minutes I am changing my pick from Pac to Floyd but they are very close. Floyd never has those bad nights that Pac sometimes had and he can fight any style of opponent with success.

I'd say Floyd is the better fighter (As in, more skilled), while Pacquiao is the greater fighter (Accomplishments and resume).

Pac has the greater career and accomplishments. BH has 8 or 9 losses but most say he's a better fighter than calzage, even though He has loss to calzage also.
