He has been trying to fight Davis for a long time now. He can't make Davis fight him if Davis or his team don't want the fight.

You said Davis Ko'ed Pedraza which holds more value then Lomachenko's 12 rounder, as if that would mean something,
but if remember Mayweather Cotto and Pacquiao Cotto,then Paquiao had he impressive Tko victory and mayweather did 12.
However when Pac & May met in the ring it was Mayweather who got the victory even though Pacquiao got the more impressive victory over their former mutual opponent

Pedrazza accepted the Tank fight as a replacement on short notice and came down in weight and was drained. Ringside comments, before the fight even started, were that Pedrazza looks dead. The broadcasters during the fight were aghast that Pedrazza's normal strategy went out the window and he decided the entire 7 rounds to stay close in with Tank and just try to out box him. And with that it still took Tank seven rounds of that gift to get the knock out. Pedrazza hit Tank more in seven rounds than he hit Loma in 12 rounds if you're counting.
With Loma, Pedrazza had a full training camp and was back up to 135, his normal weight. Loma was three months off of torn rotator cuff surgery which normally takes a full year to heal and he didn't throw one right hook in the entire 12 rounds. One of his chief weapons.
Asked after the fight in the press conference he was asked who's better Tank or Loma. Pedrazza laughed and said 'you crazy, Loma of course.' Here he's basically asked again the same thing.
Loma has fought 15 fights with 60% being five star fighters. With Gary Russel, 24 and 0 being a three star fighter you know how good the competition for the others was. Tank, not close with quality of opponents. Pedrazza pretty much pointed that out by saying they've been protecting Davis.

That right there is a good question and Tank moving up has made that division one of the best to watch.

I can't take Pedraza seriously! He got smoked by Tank, and then swerved Teofimo Lopez! His only claim to fame is surviving 12 rounds with Lomachenko!

Of course he is going to favor the guy that smoked him less decisively.

Boxers have egos like anyone else.

But, the fact is that he was competitive with Loma while Tank steamrolled him. He dealt with Loma's speed and power over 12 rounds but couldn't make it out of 7 dealing with Tank's.

I know where my money is going to be if they fight...

And to me Tank even showed better defence....he toyed with predeza
