If by best, you mean most successful, then I would say Floyd and Ward, because both went undefeated.
Ward was more blatant with his fouls, including head butting, low blows and wrestling.
Floyd wasn't as obvious but using forearms, elbows and constant holding were a big part of his game.
I think in the US, if a fighter has has a high profile, the ref will look the other way as far as fouls are concerned.Comment

Andrade Ward is the dirtiest well known fight I have ever seen. He had over 90% of his fights in the Oakland area where he lives because they let him fight dirty without warning him at all. Head butts, low blows elbows, illegal holding with one hand and pounding away with the other hand. He perfected his dirty fighting style. He would usually grab his opponent when he got close so he could start in with the wrestling, mauling and holding and hitting. His admirers call it in fighting but it's dirty fighting plain and simple. He was a terrible fighter to watch because the clean skillful boxing was always stopped by his grabbing and mauling tactics. Horn is just as dirty when he is allowed to fight dirty but his skill level is so far below that of Ward. Hopkins was good at fighting dirty and getting away with it.Comment

Did anybody mention Ricky "Holdman" Hatton? He wasn't trying to hide it and only got away with it cause of hometown favoritism, but he had it down to a science. No body was better at holding and hitting than he was. It was one of the only reasons I gave him a chance versus Floyd. I didn't think Floyd would be able to outmuscle Hatton the way he did. I always said "If Andre Ward was a Brit, he would be bigger than Hatton was in the UK".Comment
