Maybe he just wants the fight in a place where he can be sure that if Joshua uses a PED and tests positive, the results will be made known to him and his team before the fight.

Where does the notion that Ruiz is scared come from? He took the fight on short notice, said he would win, and won. Where does the fear come from? If anything Hearn and Joshua are afraid that if AJ goes back to the US he will lose again.
