I believe that is what Al Haymon and the PBC is hedging their bets on by constantly delaying and postponing this rematch for as long as they can. Once the sanctioning bodies start calling in those mandatories; Then that's when Al comes in to make the Wilder vs Ruiz bout for the undisputed heavyweight championship of the world.
The WBC and WBA are already on record saying they are down for it. Also, the WBO since it's organization is a spawn of the WBA is down for it too.
