Achievement wise he is easily top 5 maybe even top 3. You look at Pacquiao's body of work and it will be very difficult to find another fighter that can match it.

Just for the longetivity at the highest level, the names he has on his resume, multi weight domination. It's really incredible

Am not a fan of black and white so definitely top 10 for me. Sugar ray leonard had atgs on his resume but his longevity is quite short.. floyd had a perfect resume but it lacks a signature win over a prime atg.

I put manny over them in the atg list but surely debatable. H2H prime to prime leonard beats manny, manny beats floyd.. and floyd beats sugar imo.
