The last I heard from Arum is he wanted to do the fight next. That's been the status quo since before the Khan fight by months. I know you want to use older quotes to try saving face but I know the actual timeline of events/quotes just like you.

Dude, you misread the experts' opinions. They said, you could only get cross network PPV if both guys pass the 'eye test'. Fury had to get a decisive KO, that gave him a passing grade for his 'eye test' so now both passed the 'eye test' and it makes sense.
Wilder doesn’t have an easy fight against Ortiz. And if he wins, all Fury needs to do is train and strategize to take away the right hand of Wilder. I heard guys in their prime like Hopkins, Floyd, and Ward say they focused on taking away their opponents biggest strength in training and it made their fights much easier inside the ring. Unless Wilder improves his boxing skills dramatically in his next fight against Ortiz, I see Fury winning by decision in the rematch. Fury can out box Wilder so he just needs to neutralize and stay away from his right hand. Study the keys and body language when Wilder starts to load up for the big shot and Fury should be fine. Easier said then done-LOL!
Fury needs to jab more, go to the body, and not just wait on that right hand again or he will lose
I am picking Wilder by KO. Even at age 33 Wilder seems to be improving and throwing more accurate less wild windmill punches. Instead of getting lighter as he should Fury is getting heavier. In his last fight he was fat. Maybe he isn't training very hard. Being overweight will hurt him in a 12 round fight. He doesn't seem to have the power to hurt Wilder and Wilder can KO Fury in any round with one or two big punches. I think this time Wilder gets him down for the full count and he could end it in any round.

I'm using his original quotes. So my statement stands true. There have been two joint network PPV's, Tyson/Lewis & May/Pac. So Arum's statement was based off of that.
Truth is, Fury is lying. Fury/ESPN heard Wilder say earlier this week that after Luis Ortiz, he's free to unify with Andy Ruiz. If that happens, Furys next 2 fights will be Vs bums and have zero buzz. That would make 3 straight unsuccessful fury events which hurt him at the negotiation table. Add in the fact that wilder would be unifying for undisputed Vs Ruiz. If wilder were to become undisputed while at the same time Fury and ESPN are failing to generate buzz/views wilder becomes a overwhelming massive A-side to Fury/espn. ESPN would be insanely pissed at arum for making them invest in a superfight that doesn't reward them enough financially.
This is what i’ve been saying for a while. I don’t believe Wilder will sign to fight Fury until he knows the outcome of Ruiz v AJ rematch. If Ruiz wins, then it’ll be Ruiz v Wilder, not Fury.
If Fury wants the Wilder rematch in early 2020, then he better hope AJ wins that rematch.
That’s why they have been pushing the idea of Fury fighting Wilder in their next fights. They know if Ruiz wins that rematch, then it’ll be a while before Fury gets a title shot or the Wilder fight, so ideally Fury should want that fight before Ruiz v AJ happens.
