Typically a sanctioning body will order a fight if somebody becomes mandatory. The WBC ordered Wilder to fight Breazeale as his mandatory. I'm not saying what they did wasn't flawed but Whyte was also ordered to fight a final eliminator to become mandatory, which he never did.

The WBC is clearly afraid of upsetting the cash cow in this Canelo situation.

You are seeing this all wrong. The WBC is to PBC just like the WBO is to Bob Arum and Frank Warren. They are corrupt and gift fighters of those promotions free tickets to a title of theirs. That's what's going on here.

They are gifting Charlo a belt so he gets to fight under the assumption that he is a 'world champion' at 160 now without fighting Canelo. It's to conform to the PBC, like the WBC always does. This way Charlo gets to pretend he is a world champ and the media will eat it up. No network issues for the PBC to handle with in relation to Charlo, he is a champ and happy now. No risk of losing him to DAZN and no risk of him losing his 0 to Canelo. They get to fool the fans that Charlo is defending his world title on PBC Vs low-ranked contenders getting highlight-reel KO's while pretending the other guys are ducking him. Just like they did with Wilder for a while.

Whats Charlo supposed to do? He's in line. He needs the WBC Guy to say the fight gots to happen. They aren't NOT trying to fight Canelo. But they have no real power in making that fight.
